Te Hā o Maru - Serving the Moeraki Takiwā


Te Hā o Maru is the Kāi Tahu mana whenua service provider for the Moeraki takiwā (Waitaki District).


From the Waitaki River in the north, to the Waihemo (Shag) River in the south, and inland to Te Manahuna and Takapō, we deliver kaupapa Māori services in health, social support, wellbeing, and education.


Our work is grounded in whakapapa, guided by the whenua, and focused on the wellbeing of our people and communities.


The Waka Framework


Everything we do is shaped by our Waka Hourua framework - a kaupapa Māori model that reflects both our identity and how we support whānau across the takiwā.

  • The Waka Hourua (double-hulled canoe): Represents the partnership between Te Rūnanga o Moeraki and Te Hā o Maru, moving forward together under shared vision and values.
  • The Papa (deck): Symbolises the whānui, whenua, and whakapapa that connect and stabilise our waka.
  • The Kaumoana (crew and cargo): Our kaimahi, whānau, and taoka who journey together toward collective wellbeing.


The Mōkihi – Service Streams


From the Waka Hourua flow the Mōkihi - lightweight rafts traditionally used in Te Waipounamu to transport kai and taoka. Today, each Mōkihi represents a service arm, carrying dedicated supports to our communities:

  • Hauora services for health and wellbeing
  • Whānau services for social advocacy and connection
  • Mātauraka services for education and learning pathways


These service streams are fully integrated, allowing whānau to move easily between them as their needs change.

Whether seeking health care, education support, or social advocacy, whānau are supported through a connected, culturally grounded model.


Every person is seen, heard, and valued - and together we navigate a path forward for the wellbeing of our takiwā.
